Workplace Skills Plan and Annual Training Report (WSP & ATR)
The Skills Development Act aims to develop the skills of the South African workforce and to improve the quality of life of workers and their prospects of work. Effective Skills Development can improve productivity in the workplace and the competitiveness of employers and can also promote self-employment.
What is the Workplace Skills Plan (WSP) and Annual Training Report (ATR)?
A WSP is planned training for the following year.
An ATR is a report on actual training completed during the previous year. The below is needed as proof of the completed training:
Who must submit WSP and ATR?
All companies who pay more than R500,000 per year in salaries must be registered to pay Skills Development Levies (SDL), and all of them can submit WSPs and ATRs. If they do and fulfil all the requirements, they will get 20% of the SDL that they paid through a grant from the relevant Seta.
Why is it important to submit WSP and ATR?
WSP helps a company to identify skills that are lacking in their workforce. By addressing these training shortfalls, they can contribute to the professional development of their employees, while investing today, in the company’s future skills needs.
ATR is submitted together with WSP, its purpose is to show progress against the previous year’s WSP. ATR enables the company to measure the success or failure of skills priorities and skills development objectives, as indicated in their previous WSP.
What happens if you don’t submit the WSP and ATR?
Failing to submit the Workplace Skills Plan and Annual Training Report will negatively affect the company’s B-BBEE Status and the company’s grant for the following year’s WSP will be suspended.
What is the deadline for submission?
The WSP and ATR must be submitted to the SETA by no later than 30 April of each year.
